That really looks like it is not extracted fully.
Delete the addon
Delete the saved variables
Extract and install with 7zip

Well seeing there is no file version
One is lower and 2 is a higher version

Now I am really confused

The first one was the original.
The 2nd one they added cata to it

No one else had any issue with the 2nd file

Yeah, I installed it and it broke my nameplates, had to go to my wow folder and fix it. But I got 2nd one working.
