why i cant download the loader?

why?

I can not change the weapon damage [26.x7] and I can not change the rate of the effects [63.x7]

Whenever I tried to change weapon ammo, or range, the weapon becomes invisible ingame. This is a bug?

I'm on a 64-bit Vista system and when I try this, I can get past the S4Client.exe crashing, but now the x7 folder appears empty, despite the cmd window saying that it was successful.
