Yeah i see why you want to give license to user with a lot of post. why give a license to a user why may actualy need one. give it to a user who most likely has several licenses allready. that is good thinking yes give it to some one who DOSE NOT NEED ONE.

Your idea to not give one to a new member is reasonable. dont want membership spamming to win contest.
But excluding members by postcount is the wrong way to do it. rather then by post exclude by time as a member. like no new membership with less then 30 days. I have been visiting this fourm for over 1 1/2 years. not a noob by a long shot but i have ony been making post for a few months. I don`t have a lot to say but i use the services offered here and use the fourm as a tool to help me in dark orbit. So i feel your exclusion by post numbers is wrong
