The admins should change the requirements from 'high report count' to 'useful posts'. That would make that rank more important and not as easy to get as now.

I'm not sure, but when I registred my first account here in 2010, there were only 2 to 5 guardians in one section. I'd say the rank wasn't very popular, because the requirements are still the same.
