You're paying a one-time class
license fee to access the loader, which includes a free Evoker rotation (Mimic).
If you're a very casual player, this free rotation can handle basic gameplay. However, for any content that involves real decision-making like Arenas, Raids, or Mythic+ it is strongly recommended to purchase a third-party rotation from one of the many developers who offer them.
Think of it like a house:
Class license fee = the house itself
Loader subscription = maintenance and utility bills
3rd party rotations = upgrades and enhancements to the house
