To get the right colors, I'd suggest mapping out the color levels of items and attempting to get a clothes item of the right color level (1, 2, 3, 4, whatever color level you want) from Fumbi. For clothes items and weapons, that is. Hair is easy. You can buy different color levels of it with pen.

It requests only 1 MB or less.
Probably it's anti-virus or some sort of windows tool problem or you'r PC has low RAM storage even for S4.
