It's just how they apply it, I'm gonna give an example... If you play at first Electus, do you ever smell airs of corruption? Because I didn't. Now, how'd you realized if, electus page wouldn't have been hacked? How do you know there was Chocolate or -X-ANOTHER person working on advertises for this server? You wouldn't never know it, do you?
The thing is, somehow that person needs to get paid for his work, of course. I doubt that if you gonna work on something you'll do it for free. If you're a community worker or something like that, it doesn't apply or w.e. lol. XD. And most of time, yes. It gets paid with in-game items or silks as you've said before, in this case if I were LT why would I spend my own real money, while I have another ways to paid without affect my pocket, you know? :D
