not the CustomCertificationServer.exe one

You either did not run the COMPILE batch file, or you used incorrect information on the srGlobalService.ini

Check and make sure you used your correct IP address (not local host), and also make sure you directed it to the proper SQL server & database. Example from srGlobalService.ini...

Also, make sure you setup a DSN that directs everything to the proper SQL server & database.

Or
delete your *ini folder.
then run decompile*
then change in the new *ini folder all is need to be changed
thne run compile
then run c.cert.
