How exactly is it possible for others to sniff act 6 packages from the official, if they are not level 88 or 90 ?

Have a look at monster.dat, exactly at ITEM.
ITEM <id> <rate> <amount> <id> <rate> <amount>...

And if think about it, consider checking it out as I think this will give you a lot of hints and especially with drop from specific monsters like flame giants (0,2% to drop shoes). Considering about it, there is 5% chance to drop unstable energy from Zealots, no one considered about it as they are difficult to defat and the chance to drop it are low.

We already have monsters drop... We talk about act dépendant one like power seed...

You can log them from the official Server with the Packetlogger.
