How many bots can i start with 16 GB RAM DDR3, 6x 3.5 Ghz, its amd procesor and disk SSD On winXP ??

6 cores CPU (intel CPU with hyperthreading making 12 logical cores) it's able to run 24 VMS without any trouble.

Now depends on the RAM you run to fit all the machines.

i7 4930k has absolutely no problems with 30 VMs either.
With enough RAM even 36 run pretty stable.

2 machines with i7 4930k 32GB RAM and 30 VMs each on my side.
