For unsafe packets being sent (I'm not accusing you of anything, just for the wary and paranoid amongst us), so others could just have a look at it, discover other potential bugs, or even adding your own features.
But saying that, there are an equal amount of reason why you might want to keep it closed.

Aside from that fact I was just wondering because if there's a real use for it I may consider it.
When I release the new build it'll pretty much be stripped of all code other than basic relaying giving all control to the plugins.
