Open the 'bin' folder for the compiled version of the tool. The .sln is for people who want to compile it themselves using Visual Studio. There's a file called "README.txt" in there. Read it first before trying anything as it gives really simple instructions on how to use the loader.

The links on the post work fine for me still. If you are having troubles, it's your browser or internet connection. Click the link once and wait for it to load completely. Be patient though because longer epvp threads like this one take time to load completely. I already had one other person mention this and I told them to let the page wait and it finally redirected after 10 seconds.

The 1.211 client is the same as the 1.210 client posted earlier. We only got one data file update in a PK2, the client did not update. Here is [Only registered and activated users can see links. Click Here To Register...] to the 210 client I uploaded earlier that is the same now.

Are you sure you're using the right port?... it works for me.
