you didn't change the RXP upload after your comment? because i dled it again and placed it into the addons folder. works now, i what made it work may have been deleting the WTF folder. since i had a previous HC character with the same name so it may have confused RXP

Seeing it was not said what the issue was. I had to recheck the whole file in full and then correct and upload it.

You first question was, you was asking is it safe. If it was not, I would not be posting it.
Your second question was about DMCA. Without saying why you implied that. When addons are free and if not free, violates the TOC.
