Maybe try some stuff:
- set game to window mode with 1920x1080 and check
- try to switch to full screen in second step and check
- if you use win10 or later try to set the display scaling to 100%
- check your graphics driver for "GPU fullscreen display scaling" ([Only registered and activated users can see links. Click Here To Register...])
- try to use full screen with a lower resolution for testing

after changing the scale to 100%, working fine now.
