I understand that, but isn't it a like an IDM. I mean, ITC adds temperaly stuff and IDM changes it. But after you leave the the game and start it normally everything is back to normal.
Second, and if you do such thing. I thought you first get a warning or punishment but not right be banned. (don't quote me on that)

Actually u can get a perm ban without warning if u did something serious like spreading a virus etc...
