The source of the problem is that
win 7 64 bit There is a mismatch

When I start Itc first then bypass by admin the ITC starts but s4 doesnt load only the itc help please?

You can also start S4 League first and then at Server Selection the ITC. Worked fine for me too.

still doesnt work :/ I started bypass then s4 league, when it was server select i tried starting itc but it says "Waiting for S4League"
