Always going to have a hardware bottleneck in regards to 36 on that, even if you eliminate Windows x being the host OS it doesn't free up the resources to add an extra 12 even if a linux environment would be more efficient.

Is anyone interested in a system where PayPal payment are instantly created and distributed into VMs without doing anything?

Everything like that should be possible.
you just have to have a website that can set you acccounts.txt and understands the parameters in it
then all between the account creator and the payment you all have to programm so they work with each other.
Ofc its very time consuming and takes some time and knowlage to develop but why shouldnt it work its still quite a basic concept :).

You must be an experienced coder. It seems like a complicated process that would require a complicated code.
