Not sure why the game would not start if you set sframe to run with administrative privileges. It is not about the bat launcher it is about granting adminstrative rights as a process to sframe.exe, you need to set this in sframes properties.

Well, Windows 10 decided to go out from a normal way standarts and now it's a bit complicated. I entirely sure this guy has Win10. So when you are running .bat file as admin (I thought he is common player and using launcher of any server), it will be executed from system folder. So it gonna search for SFrame in your System32.
So, you should write full path to your SFrame including drive. For example:
E:\Games\Rappelz\MyRappelzFolder
About granting access:
1) Right mouse button to your game client folder - Properties
2) Security tab
3) Edit...
5) Add...
6) Advanced...
7) Find Now
8) Select
BATCH user then press
OK
9) OK
10) Select BATCH user and mark the "Full control"
11) Apply -> OK
12) OK
Now done. As well worth to do same with Administrator and your current user
