Looks like Constantinople, the pic doesn't really show anything interesting. It is indeed not a new town, towns info is added months/years before the real map actually gets added on any client (we knew about Baghdad since 2010). It is probably the new survival zone, considering its an event zone, it shouldn't be too big, and NPC's would have hardcoded features, so add them would be useless.
