I also think all servers have had different good aspects to them, but have not had enough to work as a good business sufficiently, sure they have made money, but they have lost clientel.
A good server offers quality service, quality product, stability, a service is always available, good staff and sticking to necessities. Silkroad is still a good core game, the officials have their problems, issues that need to be addressed are minor but have big impact. Party play and XP rates adjustment.
Really I don't think high rate servers work in the long term, people process through the game quickly and demand more content, realistically with server files that isnt going to happen.
Also people make false claims, if your gonna claim something, go through with it, people don't like liars. Chernobyl I would say has been most experienced so far, but I would just say he has fallen unlucky and other people with files will see the issues of stability with them, it's fixable, but to the very few I imagine. Most people who have ever had them, never really deserved to have them, but good luck to others.
I have not played Silkroad in a while, but having played World of Warcraft for past couple of months I have seen some great aspects that could be taken from there that would work really well.
