make sure to clear the compleated accs.txt in the nhc3 folder, and you are starting a fresh acc (pullacc=0)
Also make sure you didnt deleted any necessary file from the nhc3 folder, got people that their antivirus deleted some file in the folder

Question is: what changed?
My i7 hexacore was at 100% constantly with 390 and the last lol patch with exactly the same amount of VMs, and I had no problems whatsoever.
The problems appeared with 391 and the new lol patch.
Regarding win7 vms: How much ram does one need and how is the cpu load in comparison to the minimal xp we`ve been using?

You could use 800mb ram also with win7 should be no problem with ssd disk.
ask riot what they changed in their game to be more cpu heavy. I know the new method 3v3 it takes a lot of CPU.. if they added more stuff in probably don't know.
currently in hexacore i run 24 vms without any problems, I use this PC also for doing other stuff at the sametime..
But yes CPU at 100% over the top, its very common that clicks could "fail" to be applied even if the script goes there to execute.
I have in plenty places a "retry" click if not moved to the next step.. but not in all menus.. maybe I have to check on this.. however if the machine its that slow you will have less performance..
I got some conclusion while ago, even if the PC can run 24 vms, 18 vms it's better, the free CPU load will make you had less breaks/stops errors, gives more life to your CPU, and in the end you get the same number of refs per day.
