For the 100 time, don't use 99 ovr in weekened league, I doubt that people got banned because some guy reported them, EA can detect the changes you made to players that's the thing with the weekend league, you can escape if you're lucky, I got away 4 weeks in a row with rewards but in the 5th I was banned, direct ban two warnings one after the other at 5 minutes interval.The first warning was about breaking the rules and if I continue they will lock my account and the second one said "since is the second time you break the rules we have to lock up your account from online" game over. :)

There isn't 100% safe thing when you cheat, but if you stay away from the weekend league and cheat in divisions or drafts will be like before, fifa 16, 15 if you played before.

I know players who cheat since september 2016 in draft 40 games/ day and maybe more each day with 4000 games plus without problems but they didn't even played in weekend league on that account.

Same avaiable for ps4?
