Tarim Basin will be there as far as I know, but the 5th DG drops are disabled. Basically nothing to do there until cap 40.

all dowhang mobs will be available. but we can't drop anything higher than 4dg. And Hotan will be closed in 30-40 CAP.

VPNs have been disabled, a few discussions have been had on Discord already and there's a FAQ section about this as well. Since it's 1 IP (+1 stall char), VPNs are disabled so that people don't circumvent it.
