it's not the same use the one i sent to u this :

HourForMeterRateLevelFirst 22
HourForMeterRateLevelSecond 23

and use sr patcher and select gameserver then mark disable green book

if you want to enable it like old system which like 5 hours 100% then 2 hours 50% etc etc

then open server.cfg and change this two lines ::
HourForMeterRateLevelFirst 22
HourForMeterRateLevelSecond 23

to be like this ::
//HourForMeterRateLevelFirst 23
//HourForMeterRateLevelSecond 22
