'IF' this is being made the way its being claimed then reworking EXP/Drops ect will be no Issue at all, OGR Realms Drop rate was broken because Joker was lazy and ran a scirpt to increase all drops by a % which made some mobs have a total drop rate more than 100% so some items never dropped as a result.
Example, A monster drops
Broken Bones - 10%
Enchant Stone I - 10%
Healing Pot - 10%
Mana Pot - 10%
Small Bone - 10%
Rough Leather - 10%
Gold - 30%
Level Based Loot - 10%
Total 100%
After Joker ran his script making everything x2 drop
Broken Bones - 20%
Enchant Stone I - 20%
Healing Pot - 20%
Mana Pot - 20%
Small Bone - 20% <- hit 100% total
Rough Leather - 20%
Gold - 60%
Level Based Loot - 20%
Total - 200%
After 100% drops the rest either didnt drop properly as a result meaning in this case rough leather, gold and level based loot wouldnt drop or would be reversed to 4%, 6% and 1% making them very rare - hence why some common items i had joker place them to be sold on NPC Ducan in the bloody bar (inc RSS/CSS/SSS)

As said if the game is being emulated or re-writtten non of this is of value as they can directly choose there own loot/drops system.
