It's not your windows but your internet connection, using wireless would give you more delay, a cheap and bad internet would delay you aswell.

well is what i've been telling that guy. hes playing for a long time still he saying xp is not that lagy as 7 when playint ts1 kr. idk what was wrong but atm with evry day i play iget less lag at ts1 kr. atm its normal .. maybe 1 sec skill delay lag but its ok oO

Using w7 and works just fine as someone said its probably your internet connection.

the only problem for me is epic lag and delay between using skills like 1 second delay before skill will be used so for me its ruined :(
