well i don't really like gavsta :D but i think he isn't cash orientated so you can try Rappelz Infinite
EDIT: sorry i read your posts in his thread too late :D Please keep something in your mind these guys who host a pserver do this in their free time and they have to fight with lots of issues to do the best for their community. Gavsta won't do anything to antagonize his players. Like everyone he want the best for his server and sometimes this is hard work because nobody have complete files and there is a lot to write or script on your own without knowing the complete sourcecode of the gs. Sometimes this is hard work.
If you think you can handle everything and get a server running on your own you can try :D I think almost everything gavsta uses is public in this forum and i'm pretty sure you will realize that this isn't easy to get a server running with a big number of player.
And perhaps his server crashes because of the highrates but this refers to his database and nobody really know if this is the real reason!
But back to your question:
You can try funentry it's a high rate server but there is nothing positive i can tell you about this server.
Otherwise you can look into this thread:

But there are no highrate servers except infinite and tournament.
