Hail ShadowZ for his great help via MSN.
It's not loading files properly because of your windows language,keyboard language and many others.
So here's the fix:
Go to control panel and then to Region and Language.
Change format to English (United States)
In the 2nd table "Location" change it to United States.
In the 3rd table "Keyboards and Languages" press on "Change keyboards...'' then Default input language set to English (United States) - United States -International
From installed services field delete everything except EN English(United States) scheme.
In 4th table ''Administrative'' click on Copy settings then mark those two fields down there. Press OK.
Next thing to do is to change the system locale to English (United States) and accept it.
It should ask you for restart - DO IT!
After restart,go to Cpanel again,to Region and languages and to 4th table ''Administrative'' and make sure there's written:
Current language for non-unicode programs:
English (United States)
After that,it'll work like a charm.
Nothing is bugged in files which ShadowZ provided us.
Just do what I wrote and it'll work.
