I made all steps, but there is a white screen on localhost/phpmyadmin.

I had this too. My Skype was using ports 80 and 443. You need to uncheck it in skype options.
Open Skype go to Tools--->Options--->Advanced----->Connection and uncheck Use port 80 and 443 as alternatives for incoming connections and click save
