Just to help you a bit:
A
closed beta is a private from the public method for developers to test their game (troubleshooting, bugs, faults, etc). They set up a number of players they want (usually increases over time) and offer a sign up or invite process accordingly.
These players sign an agreement (usually mentioned as you register) that states everything they do during a closed beta may not be allowed to public eyes (NDA, don't worry wargaming lifted their nda months ago) also anything you achieved is up for loss (full-partial wipes of the game).

Open beta as stated by others is more of a stress-test and final bug findings. Any amount of players is allowed in and play the game freely, and sometimes closed beta testers receive a bonus over others for their service/luck to get into CB. At this stage there is rarely any more wipes (unless catastrophic failure) and the game can be enjoyed be it with some minor bugs/changes every now and then
