Here is a quick tutorial :
Be sure you follow the steps correct otherwise it wont work

1) Go to the main Azure emulator folder ( The place where is the emulator VB starter call it however you like )

2) Select both the file and the folder

3) Go to the desktop
You will be able to find one icon with a bin on it named "Recycle Bin"

4) Drop both the file and folder inside the bin

5) Right click on it and after click on Empty Bin.

That port isn't for ingame socket it's for update the emulator, so the port must be 1207, otherwise when you buy something, change your sid or other things like that, the emulator won't update user data. And port forwarding has nothing to do in localhost

You didn't configured apache, I'm sure you didn't read INSTRUCTIONS.HTML
