Quest bug works only on some quest -> figure out yourself which, because 'some' ppls here think that only they should be served and that others would 'ruining the game' if they would get the same advantages*.
And about confirming: What's there to confirm? You try - and either u succeed or u fail. Period. So easy to find out yourself.
*: DON'T ask me about that logic! I've chatted with that dude, and he was barley capable of making a point without contradicting himself. And worst of all: denying it.. Ohh well. lets just say not everyone's gifted with proper speech :s
