Well this is right, but a few month ago when 1.6 was released (which was supposed to fix a cooldown bug with hunters), there was a thread in US forums, describing the cooldown thing. They said, that the cooldowns are serversided, but with a 0.5 sec tollerance, read: if a spell has a cooldown of 5 sec (on client) it will have 4.5 sec on serverside. Its not that much, but still its 0.5 sec faster, especially for healing, AE spamming and/or global cooldown timers (which should fall under the same category).
So my question is, could you make it so, that the cooldown is reduced by 0.5 (or better 0.7 sec -> 0.5 sec +200ms lag)? It would really improve the damage or whatever, if you take into account that most spellcasttime reducing skills ony reduce the cooldown by 0.4-0.5 sec (i.e. 5 point talent for improved arcance shoot, or flashheal etc.)

So if you could change this, many people would be thankfull for free 0.5 sec cooldown reduce on every spell :D
