I see your point and agree that not all of us have enough time to put into leveling. But you could say the same thing for drops and other grinding aspects of the game. You might think 'Then increase drop rates as well'. But with rates like those everyone will have the same equips, level in no time that is until you add new items with crazy stats but harder to get(ex: justac right now). I don't see any fun in such server.
I'll share my experience as I do with anyone who brings up experience/drop rate subject. In webzen, I wasn't ever max level, nor had great equips let alone best equips. But that wasn't a problem since there were a lot of people who were just like me. Right from lv60-70 you could go to SG and find people who're near your level to have not-so-epic but quite fun fights.
My point is, in a low rate server you don't have to be high level or have great gear to have fun whereas in a high-rate server you're forced to get your level capped and have above average gear to not get one shot by everyone. Even if you put the effort and get capped level, good gear you don't get the same level of satisfaction since everyone already has same/better gear with you.
Then again, this is a test server, we'll give it a go and see if players like it or not. If it appears to be an extremely bad idea and majority of the players are stuck in low levels we'll increase them until it looks alright. Same with all other stuff, I'm not going to make my decision permanent and enforce it on people, instead will put them on a testing period and let people decide if they want to keep them or not.
Is there gonna be Premium Boxes and Gold Tickets like in WZ and if no the only way go obrain more slots in glo/int rings/neck will be with rafinery ? :P And i totally agree on the exp part at justac was too eazy to get max lvl and lvl a buffers. If the exp rates are lower we wont see so easy full party buffed hoes so ppl will have to be more polite and play as a team to be able to get some party buffs not like it was and still is at JustacQuote:
