Well it should be obvious, Start up the mysql service. If you can't manage to start up the most needed program perhaps you should think more about if your able to be a hoster. But here's how its done most times.
Here's how it should:
1. Open up a folder and navigate to your C: directory, then go to your windows directory.
2. Check to make sure you don't have a my.ini file inside there.
3. Find the mysql that you're using, go to the bin directory and run the winmysqladmin.exe. It should ask for a user/pass, most defaults are

pass: test
