Opened a dispute, at the moment it looks like a scam.
He said he would start within the hour and about two hours later I started asking questions, in which he replied i have a problem and if I cannot solve it in 15 minutes you will get a refund. 30 minutes later he went offline.
Hopefully he will come back not jumping to any conclusions (giving him the benefit of the doubt) just letting people know.
