The only one thing your PC uses while having no apps opened - is OS.
Let's see what do we have on android - OS, GSM module, 3G/4G module, bunch of different radios, homescreens, animations, tons of widgets, wallpapers, any special functions depending on phone manufacturer, checks from push servers etc.
Do you really think RAM thing is a trick? It's not. It's just not the same as in the PC industry. Same with tablets. I play games with stunning graphics on my iPad, and it has only 512 Mb of RAM. PC with even 1Gb ram wouldn't run this game smoothly.
The biggest trick in phone industry is megapixels, people think the more of them are - the better picture quality will be.
Actually the more RAM/Cores are - the better it is for managing a lot of powerful apps. However, it will drain your giant battery in few hours with SRO server turned on lol.
