He's actually not retarded, just (probably) running Vista with UAC on.

If the only thing that the offset generator is returning is the window name but no offsets, then either you don't have it in your MHS directory or you're running Vista. To get this to work on Vista you need to run it as administrator so it has the correct permissions to read everything correctly. Just in case you actually have an issue, the current offsets for PW International (as of 1.18.09):

[Perfect_World_Base_Address_In_Decimal]
Application_Title=Element Client
Base_Address=9752012
[Custom_32_Offsets_In_Decimal]
Target_OffSet=2636
MaxMP_OffSet=1176
MaxHP_OffSet=1172
MP_OffSet=1128
