Which OS u use?
if u use Vista WIn 7 u start it whit admin rights?
cuz a friend of mien have the same prob xD :D

but it doesnt work with hh aoes skills

mostly it prevents your fingers from hurt when casting, I use it a lot to farm. If you configure it properly it can even cast faster than you in pvp without missing skills...

my skills don't work and the cast time reduce is 99% don't work too,
