Could be relative/absolute url (aka current working directory)
I remember something like that in very early server builds before I copied the carslots/getpersona files to the same folder as the launcher that I ran the NFSW client with to get around that.
Say launcher exe is stored in z:\hello\
The CWD when you start Server launcher exe for the 1st time is in z:/hello/
Therefore the expected directory to update settings to is:
.\www\server\isrunning or z:\hello\www\server\isrunning
When you select a file elsewhere, (say c:\car\hello.txt)
The CWD changes to:
c:\car\
If isrunning url is linked by an relative directory that's directly connected to the CWD, code's expected file directory changes to:
.\www\server\isrunning or c:\car\www\server\isrunning.
But the file opened to read is still @ z:\hello\www\server\isrunning, which causes the program to crash, as the variable points to nothing. (yet)
And if it saves the cwd before crashing.. well screws things up even more.
Easiest fix is to have 1 string holding the directory the launcher exe is in, so if the CWD changes, it doesn't mix up the internal files pointers

Btw, just to test it, I tried running v1.8 update 2 on **cough** XP **cough**.
Let's just say server doesn't start, & object reference exception @ file system window importing a persona.
add-on: Just got the same error GeMak had.
I had a cheap fix by creating a shortcut back to v1.8 server folder, and jumped back before the error popped up.
