It's more of a "forced" way to make JAVA VM use US-EN standards rather than cyrilic letters and ","&"." for numbers.

- That's uhmm... weird. No clue.
- Was a bug with the build I released at 2am, it got hotfixed ~20mins ago.
- Can't be done, the server only and ONLY has a "remove node" code for carslots in the SellCar() function. That only gets triggered when you sell a car.

If you're not using the 1613 build of NFS:W then I can't help sadly. The server does modify some parts of nfsw's memory and they are hardcoded for the version 1613.
