From what i've gathered, Riot has only banned peolpe with 250+ refs.

I think I make only the 20€ that give me all 3 things, runepage +2skins and a free warwick :)
But I have already Gangster twitch >_< why not...

I dont like a bann.... I say it I spend over 100€ and will not lost my account with all my wonderful Skins and Champs ;(
