The legit list isn't just for providers who don't scam. It's usually treated more as a "reputable/legit/trusted/nonreseller"
Direct doesn't make everything he sells. I have friends who have developed for him before (he actually made insane demands of them and then didn't pay them what he owed but that's besides the point) and recently he's been a bit more open about the fact that basically anyone can develop cheats for him but keep in mind that this has always been how Direct works

Allowing anyone who messages you on Discord to develop cheats for your customers can be an incredibly risky business model. I have considered in the past collaborating with other developers on projects to be sold to PO users (I would have been transparent about other developer involvement ofc) but I never went through with it because I just couldn't get over the risk of allowing someone else to write code that would execute on my customer's machines. I'll just never do it
Other than that though, I don't see anything else holding Direct back from being on the list. If he can confirm that he himself alone made the COD cheat/loader, then it's worth consideration
It may be rude of me to say this, but I don't think anyone is missing out on anything with him not being on the list. His update times are really bad, ESP shows for awhile on dead enemies, ESP isn't smooth, and community isn't listened to as far as feature requests. I think NF would be a more worthy candidate especially if they lowered their prices
