Actually you don't need to delete all the _REF tables. If you put dummy data in them you can bypass the _REF table errors. Problem is when you get past that, there are more errors with the GameServer.exe when the Game World Instance Manager tries to initialize the Maps, load the initial resources, and Initialize the Local Data. I believe this is because the Data folder in the GameServer.exe folder is missing a lot of data.

After some analyse i think its not data folder from original server files,but data from some jsro client(newer,than server files.)But now its really hard to find correct client with proper data.

Client and server files setup has nothing to do at this point. Ido belive there are files missing in the data folder for gameserver.

First of all we need try to fix server to run. Then we can additing all GameServer missing files.

For me if i change or add info in the tables GlobalManeger or AgentServer, DownloadServer won't loads. I don't understand this :(

This should probably be closed.
I think there are MAYBE 2 - 3 people ACTUALLY working on this.
The others just write their silly errors and shit that nobody is interested in.
No progress has been made, I don't think anyone will fix it, without someone getting csro server files and database.
