they are easy to figure out, just talk to your officer. to make sure you are doing the right ones, hit 't', go to second tab, they are always in the topmost section. there are half a dozen or so quests that need to be done before first rank up quest, also found at the top of the list. each one makes the next available. you should be able to figure them out if you have played on normal server. if not, or if you are having a hard time, spend the 30 or so minutes it takes to do them, so you have an easier time.
