I understand what you're saying but i don't quite understand how SR Proxy works. Does it intercept traffic coming through the public port and forwards it to the private port to be used by the dl/gateway/agent servers? That would make the most sense but in this scenario, where would the public ports be defined? Same as for private ports, i would assume that these private ports would be the ones specified in the server.cfg file, am i right? But then, how do the ports defined in the ini folder from the cert server interact with all of this? See? I'm trying to wrap my head around this but it's driving me crazy :)
As for the Proxy IP, although i heard about proxies and i know what they do in theory, i haven't used one myself so far, seems there are free and paid services alike out there, could you suggest a cheap one i could use for this setup?

It will accept connections on a public port & forward (reconnect) to the private ports while keeping both connections alive (remote & local)
