That's exactly what it is, a proxy.
It will accept connections on a public port & forward (reconnect) to the private ports while keeping both connections alive (remote & local)

I don't know how SR Proxy works, I know how any packet filter should work.

Look, the reason why we don't use the real ports of the server is because we can't control/handle it, its packets..etc. Only server modules can handle the real ports. So, any filter is a normal sro program that forwards new ports to connect to instead of the real ones, so he can handle/control incoming requests from clients and then sends the requests to the real ports so server modules also handle the requests and implement it.

So, you will make the connection to the real ports private (closed) from public people (clients) and make the connection to the fake/forwarded ports of the filter public (opened), cause clients will connect to them.
