New filter - Version (13)

* Fixed a crashing bug related to SilkSystem.
- The crash bug was because if you had SilkSystem disabled and enabled while players online it would crash, fixed in the latest version (nothing serious).

* Fixed another performance issue(thanks to Blanker)
- The bug is not to mention >_>

The newest filter is running like a charm, seeing no other errors so hopefully no more updates needed today, this update doesn't need any config file replacement, only the .exe.

That the A_PACKET and G_PACKET is way to sensitive again, if you notice random disconnects or bans for PPS set ur A_PACKET and G_PACKET to 50 and then reload and unban everybody, should be working better.
