GoodTimes Re-Open [90cap, Only Chinese, Low Rates, IP Limit]

Just a question... i didnt joined 1 year ago couse i said " oh well , everyone must be full sox +999 and well u know, that full of elixirs that they would not even pick them up, you know where i go with this... The thing is.. after watching so many cap 90 servers fail, it suddenly makes me wanna play this server again, so, is it possible to get really good even if i just joined? Please, serious answers expected. TY
