It's easy you know your keyboard right? well there are 2 buttons you need to open up the GM console. you need to hold the "shift" button and press at the same time '~' so accutally you just want an ~ to appear just like a dollar or an exclamation mark. well if press those 2 keys you should get the gm console (if you have gm premission) but it might also be that nothing happens in this case your keyboard language is the wrong one cause international keyboard language doesn't work for me but 'United States' does. but there are enough resources on the web to help you with those things:)
