Hey Hey!

So I think what is happening here is that you are trying to use the patcher locally. I am pretty sure this requires the use of a webserver to host the patch files. I could be wrong but that is at least my understanding. You could probably host one locally using a vm for testing if you dont want to pay for and setup a webserver.
